President issues Executive Order

MONROVIA, LIBERIA-President Ellen Johnson Sirleaf has issued Executive Orders 85 and 86 respectively.

The Orders waive custom duties and storage fees at the Free Port of Monrovia and extends Executive Order78, exempting the Water and Sewer Corporation from custom duties on selected items.

An Executive Mansion release said Executive Orders 85 was issued based on government’s assessment on the increase in storage and custom duties accrued on containers at the Free Port.

According to the release, the move is in fulfillment of the President‘s commitment to provide relief on custom duties and storage fees in her January 2017 State of the Nation Address.

The orders require that the Liberia Revenue Authority (LRA) and the National Port Authority (NPA) establish procedures appropriate to realize said relief.

Executive Order 85 waives storage charges beyond the first seven days and custom duties on non-commercial containers accumulated at the Free Port prior to December 31, 2016.

The release also said the order applies to those containers owned by None Governmental Organizations (NGOs), including churches, mosques, schools, hospitals, clinics, humanitarian organizations and individual Liberians, for non-commercial relief and personal use goods, excluding vehicles.

Meanwhile, Executive Order 86 has directed the extension of Executive Order 78-exempting the Liberia Water and Sewer Corporation (LWSC) from custom duties and selected items.

The release names the items as diesel fuel for operation and production, rotatable and consumable spares for operations and productions, low lift and high lift pumps to be used at the water treatment plant.

Others are water treatment chemicals and chlorinators, laboratory apparatus for water treatment facilities, heavy duty equipment to include asphalt cutter, jack hammer, leak detectors, pressure sewer cleaner, and high pressure assorted pipes and fitting, and flow meters.

It states that the order was issued owing to the LWSC’s crucial mandate of ensuring the distribution of clean and safe drinking water, and maintaining effective sewage services within.

The order will enable the LWSC to forge ahead in overcoming enormous challenges, and obtaining resources for new projects as well as rehabilitating the old facilities, among others.

The Executive Order took effect on July 25, up to and including August 31, 2917.
